English Learner Services

LUSD proudly serves over 1,200 English learners, students who, upon enrolling in the District, have a language other than English identified on the Home Language Survey and, upon assessment, demonstrate a level of English proficiency indicating the need for language acquisition support. English learners in LUSD speak 14 languages other than English, including Spanish, Mixteco, Hmong, Arabic, Filipino, Vietnamese, Zapotco, Mandarin, Bengali, Loa, Japanese, Thai, Italian, and French. LUSD provides quality instruction, support, guidance, and direction to improve instruction for English learners and ensure their academic success. 

 

 

Assessment 

  • Identification
    All parents are required by California law to complete and sign a Home Language Survey. This form is part of the registration packet that is filled out when enrolling students in LUSD. If a language other than English is indicated on the Home Language Survey, students are assessed for English language proficiency using the English Language Proficiency Assessment of California (ELPAC).
  • Placement
    Students are placed into academic programs based on results of English proficiency as measured by the English Language Proficiency Assessment of California (ELPAC).
  • Annual Assessment
    The English Language Proficiency Assessment of California (ELPAC), which measures English proficiency, is administered annually during the spring to all English learners. Parents are notified of the results by mail.
  • Reclassification
    Reclassification is the process whereby a student is reclassified from EL status to Reclassified Fluent English Proficient (RFEP) status. Reclassification can take place at any time during the academic year, immediately upon the student meeting all the criteria. Multiple measures of assessment are used including the English Language Proficiency Assessment of California (ELPAC) and the California Assessment of Student Performance and Progress (CAASPP), grades and teacher and parent input.

Instruction

  • Newcomer Support
    Schools with newcomer students provide instruction tailored to each student's individual English language development needs. Newcomer students are children and youth are individuals who (a) are aged three through twenty-one; (b) were not born in any state (each of the 50 states, the District of Columbia, and the Commonwealth of Puerto Rico); and (c) have not been attending one or more schools in the United States for more than three full academic years.
  • Migrant Support
    LUSD partners with the San Luis Obispo County Education Office to provide supplemental educational and support services to identified migratory children and youth, aiming to help them overcome educational disruptions and achieve academic success. This includes academic tutoring, Saturday Math Academy, Emotional (E)-CPR classes for secondary students, and summer preschool classes. Through this partnership, LUSD offers parents a variety of parenting opportunities as well.
  • Instruction
    English Learners in the district are provided intense instruction in English including Designated English Language Development (ELD) instruction and Integrated ELD. All English learners participate in designated ELD instruction as well as integrated ELD across content areas. Teachers of English Learners are specially trained in methods and instructional strategies that promote rapid acquisition of English as well as academic knowledge in core subjects.

Parent Engagement

  • English Learner Advisory Council (ELAC)
    LUSD schools partner with parents on a school-level ELAC, as required for every California public school with 21 + English learners. ELAC assists schools in making important decisions related to services for English Learners. Each ELAC shall have the opportunity to elect at least one member to the District English Learner Advisory Committee (DELAC). More information about ELAC is available at schools.
  • District English Learner Advisory Council (DELAC)
    LUSD partners with parents on a District English Learner Advisory Committee (DELAC), as required for every school district in California with 51 or more English learner students. DELAC is composed of school staff, parents of English learners, parents, and community members who are interested in English learner programs. DELAC members are elected by ELAC members at school sites. The overall goal of the DELAC is to help students achieve academic success.
